I I I I I I I I I I PARK Some members of the West Des Moines Girls Softball Association are balking at paying $40,000 to use a ball diamond at Holiday Park. University Ave. 1235 West Ashworth Rd. 80 St. Des Moines 74th 60th EP True Pkwy 8th 86th Fuller Rd.

35 Holiday 63rd Raccoon Park River, Army Post Rd. URBANDALE CLIVE W.D.M Des Moines Area shown THE REGISTER Softball group faces big fee for field use West Des Moines' demand for $40,000 to play on the Holiday Park diamond is causing lots of grumbling. By KATHY A. BOLTEN REGISTER STAFF WRITER If the West Des Moines Girls Softball Association wants to use another ball diamond at Holiday Park, it will have to give the city $40,000. That $40,000 requirement is the source of growing resentment among several association members.

"Philosophically, I'm opposed to this," said Mike Craig, president of the girls' softball association. "We are not in the position of having the money to pay for this. We're going to have to increase our fees." Association members have asked the West Des Moines City Council to give them $20,000 from hotel-motel tax revenues, twice as much as they requested a year ago. The association said that $7,500 of the money would be used as one payment for use of Wright Field in Holiday Park. The $40,000 would have to be paid over seven years.

The City Council will discuss hotel-motel tax allocations at a workshop at 11 a.m. today at the community room of the new library, 4000 George M. Mills Civic Parkway. "It's really a shame that (parks board members) are expecting our children to go out and beg for money just so they can use an already existing field adjacent to our ballpark," said Cathie Beals, an association board member. "We just don't have the money to do Adults Are Leaving At issue are three adult softball fields in Holiday Park, which will be abandoned by the adult leagues when they move to Raccoon River Region Park in about two years.

Over the years, fees paid by the adult ballplayers have been used to to make improvements at the Holiday fields, said Gary Scott, the city's parks director. Those fees were put in a special account and used to add lights, bleachers, fences and dugouts to the fields. Improvements made at the fields will stay at Holiday Park, said Scott. The payments made by the youth leagues essentially would be used to repay the adult leagues because the money would be used for improvements at the new Raccoon River complex. Nearly two years ago, members of the Parks and Recreation Board which manages the adult leagues voted to charge a fee for use of the three fields when the adult leagues move to Raccoon River.

"Why should the adult softball players pay for the youth leagues' fields?" asked Scott. The West Des Moines Little League recently signed an agreement with the board to use two of the fields. That agreement calls for the Little League to give the city $80,000. "Extremely Reasonable" "Obviously, we would have preferred not to pay for the fields, but if you look at it realistically, the opportunity to obtain fields with lights, fencing and dugouts for $40,000 a field is extremely reasonable," said Jerry Parkin, Little League president. "If we wanted to light one of our existing fields, it would probably cost $40,000." Board members of the softball association have voted to accept the agreement with the parks board, but Craig said he hasn't yet signed it.

"We don't want to pay it and we shouldn't have to pay it," Craig said. At least two City Council members Brad Olson and Loretta Sieman agree with Craig. "I'm livid about it," said Olson, who plays softball. "To force these youth leagues to come up with $120,000 to use a city facility is not right." Sieman, a past Little League president, called the agreement Olson said he plans to discuss the issue at the April 8 council meeting, even though the council has little control over parks board issues.
